Commitments and proposed wording

First-person campaign wording is drafted from the written statements and biography supplied by the site owner. It is proposed editorial wording, not a verbatim quotation or independent verification. The established themes are retaining financial safeguards, strengthening oversight, reviewing responsibilities and performance, working with whoever members elect, and putting the membership first.

The spending-control summary, member-response process, resource-priority register, reporting format, and first-90-day sequence are new implementation proposals for review. They are not described as already approved, funded, or achieved. Governance, contracts, resources, and required approvals must be confirmed before making specific public commitments.

Biography

The campaign supplied: 30-year IAFF membership in the 10th District; 16 years as a lead Fireground Survival instructor; attending and assisting at ALTS, Redmond, and STRIVE conferences; IDC development involvement; and the personal themes dad, mentor, confidant, and peer support. Exact current titles and dates should be verified with Andy before new print production. These descriptions do not establish a prior elected UFLAC office.

The department’s dated February 17, 2025 announcement identifies Andrew Ruiz as the 2024 Firefighter of the Year and describes instructional work. Historical descriptions are not treated as proof of a current appointment. Department announcement ↗

Photographs used in this release

This release uses the original award portrait, the supplied Truck 35 and red-helmet fireground photographs, and six campaign-supplied training, archival, presentation, and incident photographs. Each is used in context; captions do not assign unknown dates, events, identities, or endorsements.

The source material does not establish the dates, incident locations, or identities of all participants. The FDNY lettering in an archival image does not establish a department employment history. Images are not organizational or individual endorsements. Publication permissions remain the responsibility of the site owner.

Dates and outreach

The supplied ballot notice states that UFLAC ballots are mailed November 2, 2026, and counted November 20, 2026. It does not give a return deadline or a count time. Follow the official ballot packet. The separate Measure FD public election date is November 3, 2026.

The seven outreach opportunities, listed hours, and coordinator’s address were supplied in the UFLAC outreach message. Times are interpreted as Los Angeles local time. Exact check-in locations and current availability need confirmation. Saving a calendar item is not registration.

Funding references

MICLA: City Administrative Officer background, 2016; 2021 financing report. These are background references, not evidence of an uncommitted 2026 allocation. Grant summaries follow FEMA AFG and FEMA SAFER. Current notices and eligibility govern applications.
